Coleman Talley Partner Tim Tanner served as the instructor for a course on Downtown Development Authorities on October 28 in Athens, Georgia. The class was hosted by the University of Georgia Carl Vinson Institute of Government in partnership with the Georgia Municipal Association at GMA’s Fall Training. Tim is a frequent speaker on the topic, who brings over two decades of experience in local government law. He currently serves as attorney for the cities of Valdosta, Adel, and Lakeland, Georgia; solicitor for the cities of Valdosta, Adel, and Hahira, Georgia; and attorney for the Berrien County Development Authority and Hahira Downtown Development Authority. Participants in the event included elected and non-elected city officials from across the state of Georgia.

In the curriculum, Tim covered the basics of downtown development authorities, from their foundation to operational and legal aspects. Subject matter also included the purpose and powers of DDA’s, their applicable jurisdictions, potential ethical issues, and open meetings and records laws.
